"Fully funded" gets used loosely on a lot of scholarship-listing sites - sometimes for programmes that are actually loans, or half-loans, dressed up as scholarships. Indian students have genuinely wide access to real full funding, but it's worth separating the two before you build your entire strategy around the wrong one.
The Genuinely Fully Funded Options
Chevening remains one of the strongest routes - a fully funded one-year UK Master's, and India is consistently one of its largest applicant pools each year, requiring 2,800 hours of work experience. Fulbright-Nehru funds Master's study in the US through USIEF, though it explicitly excludes MBA, Public Administration, and Public Policy as fundable fields. Commonwealth Shared Scholarships fund UK Master's study for select development fields, and the Inlaks Shivdasani Scholarships fund Indian nationals under 30. DAAD sees strong uptake from Indian engineering applicants, and Gates Cambridge remains open to Indian students with genuine financial need.
Two Names That Aren't What They Sound Like
The JN Tata Endowment is genuinely useful, but it's a low-interest loan, not a grant. The Aga Khan Foundation International Scholarship Programme runs a 50% grant / 50% loan model - India is on the eligible list, but only half of what you'd receive is actually a grant. Plenty of university "scholarships" advertised online are actually partial tuition discounts of 10-50%, not full funding.
Smaller, Less Competitive Options Worth Checking
Tata Trusts runs need-based grants for Indian students at select partner universities abroad, and family foundations like the KC Mahindra Scholarship and O.P. Jindal scholarships fund postgraduate study in specific fields - far less globally known than Chevening or Fulbright, and often considerably less competitive.
How to Actually Improve Your Chances
Most successful Indian applicants combine a government scholarship with a foundation-based one, rather than betting everything on a single application. Confirm your specific field is eligible before investing time - this matters especially for Fulbright-Nehru. Start roughly 12 months ahead.
